All motor vehicles in the Emirates are required to carry at the very least third-party liability insurance, if not comprehensive coverage as well.

The decision was issued in 2016.

You have the right to register a complaint against the insurance company with the Insurance Authority of UAE and try to negotiate the situation amicably with the insurance company if your car is covered by comprehensive insurance cover and it covers insurance for damages caused for accidents that occur off the roads. However, if your automobile is covered by comprehensive insurance cover, then it also covers insurance for damages caused for incidents that occur on the roads.

Clause 36 of the Standard Conditions related to Unified Motor Vehicle Insurance Policy Against Loss and Damage states that "the courts of the United Arab Emirates shall be competent to determine any disputes arising from the insurance policy." If the insurance company does not agree to settle, then you may approach a court in the UAE that has jurisdiction to hear the matter. This is mentioned in Clause 36 of the Standard Conditions related to Unified Motor Vehicle Insurance Policy Against Loss and Damage.
