This law, which was introduced by His Highness Sheikh Mohammed bin Rashid, Ruler of Dubai, is known as "Law No. 9 of 2023 regulating the operation of self-driving vehicles in Dubai," and it aims to achieve the emirate's strategy in smart, self-driving mobility, which is to transfer 25% of the total transportation trips to Dubai, to smart and self-driving trips, by 2030, through the use of artificial intelligence, organizing the operation of self-drive.
The law is a part of the framework for the ongoing modernization of the legislative system, and it ensures that the system is aligned with the ambitious development goals set by His Highness Sheikh Mohammed bin Rashid Al Maktoum, with His Highness' vision of the requirements for consolidating Dubai's pioneering position as a model for future cities, and with the global technological development, which Dubai is eager to embrace.
The law requires the Roads and Transport Authority (RTA) to develop plans and policies, identify the various types of autonomous vehicles, and establish benchmarks for their technological, operational, and safety standards in order to improve the operation of self-driving cars in Dubai.
Additionally, it is the authority's duty to demarcate the roadways, places, and routes within which autonomous cars will be permitted to operate as well as to establish maximum speeds for those vehicles.
In addition to this, the RTA is entrusted with the development of the infrastructure for self-driving cars as well as the introduction of the essential traffic solutions to ensure road safety and avoid delays in traffic.
