Previously, international students only needed a study permit acceptance letter from a Canadian school to apply for an LOA.
Since January 22, 2024, Immigration, Refugees and Citizenship Canada has begun to require a letter of attestation from a province or territory with study permit applications for international students.

International students must also submit admission permits in addition to a letter of authorization from the Canadian teacher, and provinces must issue these permits until March 31, 2024.

These amendments will take effect as of September 1, 2024, and international students registered in curriculum licensing arrangements will not be eligible for the PGWP program after graduation.
But the positive thing is that international students in Canada who are graduates of master’s and other short graduate programs will be eligible for a 3-year work permit.
