There are a few key differences between the application process for a conventional labor market impact assessment (LMIA) and the application process for a facilitated LMIA. The application procedure in both cases is identical.
LMIA Application Language
Language of Application: All applications for LMIAs that are submitted in the province of Quebec are required to be submitted in French. The only exception to this rule is the LMIAs that are submitted for available employment as in-home caregivers. In accordance with the requirements, ESDC is dedicated to collaborating with businesses in order to minimize the impact of this obligation.
The facilitated LMIA application does not require businesses to provide evidence that they have advertised the position and made attempts to recruit a Canadian citizen or permanent resident for the post. This is because the application does not require companies to provide evidence of having advertised the position.
Target Occupations: Employers are only permitted to submit facilitated LMIA applications for occupations that are in high demand and have a lack of workers in the region of Quebec in which they are located.
Submission requirements: The federal government and the provincial government both need to approve applications for facilitated LMIAs.
Because of this, it is essential to submit applications for facilitated LMIA to both the European Social Development Council (ESDC) and the Ministry of Immigration, Diversity, and Inclusion (MIDI).

An Inventory of Professions: In order for an employer to be eligible to submit an application for a facilitated LMIA, they must first demonstrate that the employment in question is present on the List of Occupations kept by the province of Quebec. The list of vocations that are eligible for the program differs from one province of Quebec to another, depending on where the employer is located.
