UAE Launches Taxpayer Charter to Enhance System Transparency, Outline Tax Rules

Asma Ahmed - | UAE

The UAE has introduced a new Taxpayer Charter aimed at providing clear guidelines for taxation within the country. Issued by the Federal Tax Authority (FTA), this document outlines the rights and responsibilities of taxpayers, ensuring transparency and compliance with tax regulations.

Khalid Ali Al Bustani, the Director-General of the FTA, emphasized the organization's commitment to transparency and effectiveness in implementing tax laws. The Taxpayer Charter serves as a tool to inform taxpayers about their rights and obligations, thereby promoting compliance and understanding of the tax system.

The Charter delineates the rights of taxpayers, including fair treatment by the FTA and its staff, consistent application of tax laws, privacy, and confidentiality. Additionally, taxpayers have the right to expect responsiveness from the authority, access to accurate information, representation by a designated tax agent, the ability to appeal FTA decisions, and the option to submit complaints about services provided.

Conversely, taxpayers are obligated to fulfill their tax obligations, provide accurate information within specified timelines, cooperate with the FTA, and assist in efforts to combat tax evasion.

This initiative aligns with the UAE government's directive to enhance operational excellence and transparency within governmental agencies. It underscores the FTA's commitment to educating taxpayers and fostering a culture of compliance.

The FTA employs various methods to raise awareness about the UAE tax system, including campaigns, workshops, and the publication of manuals and guidelines. By providing comprehensive information and resources, the authority aims to empower taxpayers to navigate the tax landscape effectively.

The Taxpayer Charter represents a significant step towards ensuring clarity, fairness, and accountability in the UAE tax system. Through proactive engagement and education, the FTA endeavors to build trust and cooperation between taxpayers and regulatory authorities, ultimately contributing to the country's economic development and stability.
