The Ministry of Human Resources and Emiratization in the United Arab Emirates, in cooperation with the Emirati Cadres Competitiveness Council "Nafis", announced the introduction of new employment contracts under the name (studying citizen employment contract, which is an employment contract between an employer and a studying citizen enrolled in the study within one of the programs supported and approved by "Nafis" in the range of professions and specialized job categories determined by the ministry.
According to a ministry decision dated 2023 and bearing the number 240, it is permissible to contract the new contract within one of the programs supported and approved by the UAE cadres Competitiveness Council "Nafs" in the range of professions and specialized job categories determined by the ministry, provided that this is followed by joining the employer for at least the period specified in this decision.
The third article of the resolution emphasized that the studying citizen appointed with a job contract in the establishment should be counted as a studying citizen among the Emiratisation rates required by the establishment by Council of Ministers Resolution No. 1/7. It is not permitted to combine "Nafis" benefits and advantages for national workers in the private sector with the bonus granted to the studying citizen enrolled in one of the programs supported and approved by the UAE cadres Competitiveness Council "Nafis" in the group of professions and specialized job categories determined by the ministry during the study period.
Establishments that conclude employment contracts with a studying citizen are required to issue the citizen a work permit by a specific form in the ministry's system, and the profession specified in the employment contract must be identical to the contracted studying citizen's specialty in the group of Professions and specialized functional categories determined by the ministry, provided that the establishments pay the monthly wage specified in the employment contract.
Enterprises must amend the employment contract of a citizen studying after graduation to a citizen's employment contract by the forms approved by the ministry and adjust the level of his remuneration by the enterprise's regulations in the same professions, provided that the term of the contract after the amendment is not less than the period of study during the term of the contract of a citizen studying at least and in a profession.
