The general framework for employment patterns and flexibility of types of work in the federal government has been launched by the federal authority for Government Human Resources.
This framework was approved by the decision of the Council of Ministers, and it includes specifics regarding employment patterns and types of work that have been approved at the federal government level. The framework is based on the Federal Government Human Resources Law and its executive regulations.
Future business requirements
It was emphasized by her that the framework serves the United Arab Emirates' orientations towards the governance of future work requirements, that it ensures business continuity and the performance of tasks throughout working days and official working hours in federal entities, that it enhances the efficiency and effectiveness of its job and institutional performance, and that it supports the UAE's efforts to attract and retain skilled and qualified individuals through the flexibility provided by the human resources legislation in the federal government.
Human resources legislation in the federal government
This framework is a qualitative addition that enhances the proactivity, adaptability, and flexibility of human resources legislation in the federal government, and supports the future directions of the UAE and the goals of the "We are the Emirates 2031" vision, which focuses on building the most pioneering and superior system through enhancing government performance, developing the best flexible work models that contribute to achieving the best results and enhancing effectiveness, and building the best model of Human Resources Management and government competencies.
The federal government's general framework of employment patterns and flexibility of types of work keeps pace with the accelerated changes occurring in the work environment, which are driven by advanced technological capabilities and solutions. Additionally, the federal government adopts new and future trends in government work, which prompted many institutions around the world to adopt flexible work systems.
In addition to mechanisms to take advantage of the flexibility of the types of work defined by the executive regulations, the new framework will clarify how to apply the employment patterns defined by the Human Resources Law (full-time, part-time, temporary work, and flexible work). Additionally, federal agencies will be able to grant these types of work to employees in exceptional circumstances and in accordance with the conditions that have been approved (remote work from within the state, remote work from outside the state, hybrid work, and compressed time).
Holding a series of introductory workshops
In a special circular, the authority confirmed that it is in the process of holding a series of introductory workshops on the general framework of employment patterns and flexibility of types of work in the federal government during the month of February. These workshops are aimed at human resources managers and officials in ministries and federal entities. The purpose of these workshops is to ensure that the framework is applied correctly and to derive the maximum benefit possible from it.
