The United Arab Emirates issued a decree regarding sabbatical leaves for self-employment

As long as they obtain the necessary licenses to conduct their business, citizen employees who own projects that fall under the "e-commerce" classification known as "business on line" and are managed through websites are eligible for full-time leave for self-employment, according to the federal authority for Government Human Resources. Additionally, the authority emphasized that a citizen employee's modest project costs and capabilities do not deprive him of the right to apply for this leave, as long as the project is licensed or in the process of being licensed.

Full-time leave initiative for self-employment

The "full-time leave for self-employment" initiative for federal government employees was initiated by the authority at the end of the previous year. It started with accepting approved nominations from employees who wished to take time off, followed by employee applications, approval of the candidate list, submission to the authority for nomination sorting, employee interviews conducted by an independent technical team, and announcement of the approved list.

Enhancing the competitive efficiency of national cadres

The authority specifically called on the ministries and federal entities to encourage their staff to utilize the full-time leave initiative for self-employment, citing it as a unique opportunity to boost national cadres' competitive efficiency, encourage them to work in the private sector, invest in job opportunities there, and launch and oversee their own entrepreneurial ventures, which contributes significantly to the country's economy. The authority also emphasized the significance of offering all necessary support to staff members who wish to apply for full-time leave for self-employment in compliance with the established procedures and controls.

The authority responded to the most common inquiries regarding full-time leave for self-employment by stating that all civil servants employed by federal entities, with the exception of those working for businesses owned by the federal government, temporary contract employees, and part-time employees, are entitled to full-time leave for self-employment.An employee is entitled to a year of full-time leave for self-employment to establish or oversee their economic project. As long as the Labor Department's requirements are met and approved conditions and controls are available, the employer is free to grant this kind of leave.

Possibility of combining paid vacation and annual leave

It said that an employee could combine paid time off and annual leave that was owed to him prior to the commencement of full-time leave for self-employment with full-time leave for self-employment. With the employee's permission, the employer is not allowed to end the sabbatical leave and bring him back before the leave has begun. The terms of the federal government's executive regulation and human resources law, as well as any decisions made in accordance with them, also apply to the employee.

The authority noted that the leave nomination process is automated and subject to the terms set forth in the federal government's human resources information management system (bayanati). This is the case as long as the three main requirements are satisfied: first, the leave must be used to enable the employee to start a new business venture in the private sector, manage an existing project, or collaborate with others on the creation of a new venture; second, the leave must be approved by the federal entity that employs him and must follow the approved terms and controls that the employer has decided upon in the interest of the employer; and third, the employee must obtain the required licenses for his economic project from

According to the authority, a citizen employee who oversees or manages a project that falls under the category of electronic projects "business on line," which are managed through websites, may be eligible for full-time leave for self-employment, provided that he obtains the licenses required to carry out the activity. The employee may also apply for leave entitlement if he has a novice, "individual," project that is within reasonable capabilities and costs, and as long as the project is either licensed or in the process of being licensed.

If the main company has the required approvals and the employee can demonstrate that he is an authorized agent or that he is involved in the management or supervision of the branch, he may also be eligible for full-time leave for self-employment if his project represents a branch of a company with its headquarters located outside the nation.

assistance group

In order to support employees of ministries and federal entities that are eligible for full-time leave for self-employment, the federal authority for Government Human Resources announced that it has assembled a specialized team. This team will monitor the status of ongoing projects that employees have established, offer them the assistance they need, and work in conjunction with their employers. The Authority stated that it has initiated three guiding and guiding initiatives to support the Sabbatical Leave project for self-employment and help it reach its desired goals. These initiatives include the "Pioneer development agenda," which includes the most well-known training and development programs for managing private projects, provided by partners, in order to improve the skills of entrepreneurs and their marketing and commercial knowledge. The latter initiative is in the "interactive pioneer network," which is concerned with establishing businesses. Employees of the federal government who are granted full-time leave for self-employment, for the purpose of exchanging experiences and information, and addressing challenges.

An employee may combine paid time off for self-employment, unpaid leave, and annual leave that is owed to him.
