UAE issues new rules regarding Emiratisation

The Emiratization target guidelines are now being applied to a greater number of businesses. There are now around 12,000 businesses that are required to hire at least one citizen of the United Arab Emirates in 2024 and another in 2025. These businesses operate in 14 distinct economic sectors and have between 20 and 49 employees.

It was recently announced by the Ministry of Human Resources and Emiratisation (Mohre) that the companies were notified through its digital system, which gave them sufficient time to achieve the targets that were needed of them.

Targeting fourteen economic activities

The companies that are being targeted are involved in fourteen distinct key economic activities. These activities include information and communications, finance and insurance, real estate, professional and technical activities, administrative and support services, education, healthcare and social work, arts and entertainment, mining and quarrying, transformative industries, construction, wholesale and retail, transportation and warehousing, and accommodation and hospitality. Mohre released a statement in which he urged businesses that were affected by the decision to "quickly meet their Emiratization targets and avoid delaying it until the end of the year."

The companies in question will be subject to fines of Dh96,000 for each citizen of the United Arab Emirates who is not appointed in the year 2024. These are going to be gathered beginning in January of 2025. While this is going on, penalties of Dh108,000 will be applied for failing to reach targets for the year 2025, and they will be collected in January of 2026. In accordance with Mohre's agreement, businesses will be permitted to make their contributions through the use of installment strategies.

It was stressed by the Ministry that "it is crucial that targeted companies register to the Nafis platform in order to benefit from the support the programme provides in terms of supplying the private sector with qualified Emirati professionals, along with other advantages they can benefit from." There are a number of advantages that targeted companies can take advantage of.

Providing training workshops

Additionally, it stated that it will continue to offer training workshops in order to teach enterprises that are subject to the decision about the procedures that they need to follow in order to accomplish their required targets. Additionally, it will instruct these companies on how to be able to benefit from the help that is provided by the Nafis platform.

In conjunction with the ongoing implementation of Emiratization targets for enterprises with 50 or more employees, which are required to achieve a two percent annual growth in Emiratization of their skilled employment, the Emiratization decision is applied to businesses that have between twenty and forty-nine people.
