The circular issued by the Dubai Government Human Resources Department excluded agencies, departments and institutions that have employees working in shifts, or whose jobs are related to serving the public or managing public service facilities, as each entity decides the working hours for these categories of employees in accordance with their operational requirements, and to ensure Improving the regular and steady functioning of public service facilities during the day off.

On the other hand, the Ministry of Human Resources and Emiratisation announced that Monday, January 1, 2024, is an official paid holiday for all workers in the private sector in the country on the occasion of New Year’s Day.
