Sheikh Mohammed bin Zayed, as the ruler of the Emirate of Dubai, has announced Law No. (26) of 2023 concerning the Executive Council of the Emirate of Dubai. This law outlines the goals of the Council, with the primary objective being to implement the vision of the wise leadership in establishing a prosperous Emirati society. This will be achieved by addressing the needs of citizens and ensuring a high standard of living. By bolstering and guaranteeing their involvement in key industries, we aim to empower individuals, promote the long-term viability and welfare of society, and uphold the safety and stability of both residents and tourists to the emirate.

The council's objectives, as outlined by the new legislation, encompass several key goals. These include bolstering Dubai's standing as one of the world's foremost cities, elevating its position in global competitiveness metrics across multiple sectors, promoting economic advancement within the emirate, ensuring sustainable growth, and fostering an enabling environment for these endeavors. Additionally, the council aims to enhance Dubai's preparedness for future developments and strengthen its capacity to tackle challenges and changes in diverse domains.

The law outlines the responsibilities of the Executive Council, with the primary role being to support the Ruler of the Emirate in managing strategic matters. This includes endorsing the overall policies of Dubai in different strategic domains, setting the Emirate's priorities and long-term objectives, overseeing their execution, and approving the Dubai Strategic Plan before presenting it to the Ruler. In order to endorse it, and strive to synchronize the strategies of various sectors and government entities with the Dubai Strategic Plan to guarantee their most effective execution.

The council possesses the authority to endorse strategic plans, policies, initiatives, and projects that align with the emirate's overarching directions and policies across all sectors. It also establishes an annual agenda for this purpose and periodically monitors its execution. Additionally, the council approves the government's overall financial policy, oversees its implementation, and endorses proposals and recommendations pertaining to policy and plan implementation. This involves undertaking initiatives and projects that align with the overarching goals and policies of the Emirate of Dubai. These initiatives may include conducting studies to evaluate the need for federal and local legislation that can have a significant strategic influence on the emirate.

The Executive Council of the Emirate of Dubai has the authority to oversee the government's performance and enhance it in various sectors. This includes monitoring global competitiveness indicators, devising plans and programs to improve the emirate's global standing, and implementing modern management concepts in the government. The Council manages programs that aim to achieve excellence, leadership, and innovation in government performance, and recognizes outstanding achievements based on international standards and practices. Furthermore, implementing initiatives focused on bolstering leadership and advancing the delivery of government services, with the goal of elevating their standard, efficiency, and quality, in alignment with the most exemplary international models and practices in this domain.

The Council is tasked with overseeing the implementation of projects and initiatives approved by the Dubai Government across different sectors. It directs government agencies to take necessary actions to improve the management of public funds, implementing suitable strategies to enhance efficiency. Additionally, the Council determines the allocation of funds for initiatives and projects from the approved general budget of the Dubai Government, aligning with the priorities set by the Dubai Government. The emirate implements approved plans, initiatives, and projects, while adhering to strong and transparent governance frameworks that prioritize performance, accountability, and positive outcomes. Government departments are responsible for monitoring the implementation of these plans.

Furthermore, the Executive Council possesses the authority to endorse the creation, structure, and restructuring of governmental entities, which are then presented to His Highness the Ruler of Dubai for approval. Additionally, the council is responsible for developing and enhancing the legislative and regulatory frameworks pertaining to the key sectors that promote and strengthen Dubai's leadership on local, regional, and global scales. Moreover, it aims to bolster the government's role and that of its agencies as facilitators and catalysts. This initiative promotes and facilitates the involvement of all relevant sectors in alignment with the emirate's strategic plan. It also establishes guidelines for the governance of public institutions operating commercially, as well as government-owned companies, to ensure the successful attainment of their intended objectives. Furthermore, there is a collaboration and synchronization with both the national government and the local administrations in the emirates of the nation to effectively fulfill the overarching objectives of the UAE and the Emirate of Dubai.

The new legislation outlines the procedure for selecting the Chairman of the Executive Council, which will be done through a decree issued by the Ruler of the Emirate. It also provides specific information regarding the authority of the Chairman, the process for appointing the Vice-Presidents, the Secretary-General of the Council, and the members, as well as the duties of the Chairman, their deputies, and the members.

The term "Strategic Affairs Council" refers to a governing body that focuses on matters of strategic importance.

Law No. (26) of 2023 established the "Strategic Affairs Council" as a council under the authority of the Executive Council of the Emirate of Dubai. The law outlined the council's responsibilities, which primarily include endorsing the overall policies of Dubai in strategic areas, presenting them to the Executive Council for approval, and evaluating the Dubai Strategic Plan before submitting it to the Executive Council. In order to endorse them, and strive to synchronize the strategies of various sectors and government entities with the Dubai Strategic Plan to guarantee their execution, as well as endorse strategic plans, policies, initiatives, projects, and the yearly agenda that will uphold the emirate's overarching objectives and policies across all sectors, and present them to the Executive Council for approval, and endorse proposals and recommendations pertaining to the implementation of policies and plans. And initiatives and projects that align with the strategic objectives and policies of the emirate.

The Strategic Affairs Council possesses the authority to deliberate and authorize strategies aimed at enhancing and advancing the government's overall efficacy. This includes elevating performance standards across various strategic domains, monitoring global competitiveness indicators pertaining to the Emirate of Dubai, and presenting requisite plans to bolster the emirate's global standing to the Executive Council for endorsement.
